Rule No. 2  No party should accept responsibility for risks beyond their control.
Rule No. 3  No party should accept sole responsibility for problems created solely by other parties.
Rule No. 4  Risks and rewards should be proportional for all parties.
Rule No. 5  Risk allocation should create a winning situation for all parties.
